What this skill actually does

Invoke this instead of manually collecting random prompts, hooks, and skill folders when a team wants consistent planning, TDD, review, build-fix, security-scan, and multi-agent workflow surfaces across local coding tools. The scope boundary is selective harness augmentation: it is not a replacement IDE, a generic prompt collection, or a mandate to install every agent/rule in the repository.

Inputs are the target harness, selected language or workflow packs, optional MCP server choices, and local config directories. Outputs are installed skills/rules/commands, add-only Codex or Claude configuration changes, and status or doctor reports that show whether the harness is ready.
